Saudi Arabia introduces the Saudi Properties portal, enabling foreigners to apply online for real estate ownership under new laws effective 2026.
Saudi Arabia has unveiled a new digital platform allowing foreign investors, residents, and companies to apply for property ownership seamlessly. This development is a key milestone in the Kingdom's strategy to broaden international involvement in its real estate market.
The Real Estate General Authority (REGA) announced that applications are now open via the official Saudi Properties portal. This platform operates under the Foreign Real Estate Ownership Law, which took effect in January 2026.
The portal offers a comprehensive online experience. Prospective buyers can complete regulatory procedures, check different avenues for ownership, browse authorized property opportunities, verify eligibility, submit applications, and monitor the progress of their requests—all digitally.
For non-Saudi residents living in the Kingdom, application can be made directly using their residency number, with background eligibility checks and other procedures automated for efficiency.
Foreign applicants outside Saudi Arabia must first acquire a digital identity card from Saudi diplomatic missions before initiating their application. Companies or entities without a Saudi presence must register through the Ministry of Investment via the Invest Saudi platform, obtaining a national unified number to proceed with property ownership electronically.
The system permits non-Saudi individuals and corporate entities to own property across Saudi Arabia, following specified geographic and regulatory guidelines. However, property ownership in the Islamic Holy Cities of Makkah and Madinah remains subject to stricter regulations. Only Saudi firms and Muslim individuals—whether residing inside or outside the Kingdom—are permitted ownership rights in these cities.
REGA highlighted that linking the property market to official data sources and creating clear regulatory pathways will enhance transparency in ownership decisions. This approach aims to strengthen market credibility and support high-quality urban development initiatives.
The portal also improves user experience for applicants by providing streamlined, reliable access to key real estate information and application processes.
For Dubai-based and regional real estate agents, the introduction of Saudi Arabia's official platform for foreign ownership opens a new frontier for investment opportunities. Agents can guide clients interested in Saudi real estate, leveraging the transparent and digital framework to facilitate cross-border transactions. Staying updated on regulatory nuances, especially regarding Makkah and Madinah, will be essential to advising investors and maximizing new market potentials.
