Dr Seyed Ghaffar, Professor and Head of Engineering at the University of Birmingham Dubai, explained, "Initial disruptions to airspace and shipping affected timelines and reliability, and as the situation evolved, impacts on transport routes, energy supply, and industrial production have started to feed into costs."

Samana Developers CEO Imran Farooq noted, "Our situation is unique because 91% of our units are already sold across various projects. Therefore, we absorb additional costs internally and will not pass these price hikes onto our existing buyers."

Farooq also mentioned that prices for some materials have increased between 3% and 22% compared to pre-war periods, with structural components more affected by price swings compared to some finishing materials.

Dr Ghaffar highlighted that delivery costs, influenced by longer shipping routes, higher fuel expenses, and increased insurance, are a bigger factor than the base price changes for many materials. For instance, aluminium, crucial for façades and cladding, is more exposed due to its energy-intensive production and complex supply chain.

Developers have shifted sourcing patterns accordingly. Samana has moved primary imports from China and India to regional hubs like Oman, Saudi Arabia, and Egypt, rerouting shipments from Jebel Ali Port to Khorfakkan and Sohar Ports, then transporting by land to Dubai sites.

"These logistics adjustments keep materials flowing but come with trade-offs, including longer transit times and higher freight costs," said Dr Ghaffar.

Local Production Supports Material Availability

Despite pressures, the UAE construction market is not broadly short of materials, supported by strong local manufacturing and distribution networks. Local manufacturers supply about 70% of demand but remain reliant on imported raw elements such as polymers and steel billets.

Samana’s Farooq confirmed, "We have no shortages, though some materials are only available at higher price points currently seen in the market."

Impact on Project Timelines and Future Trends

The main challenge remains predictability in procurement and sequencing rather than overall supply scarcity. Projects depending on imported or specialised materials might need to adjust timelines, procurement, or design strategies.

Dr Ghaffar states, "This is not just a materials problem but a systemic one, with pressures on energy, transport, and industry affecting costs, timing, and risk management."

The sector is likely to see increased adoption of controlled construction methods, including greater off-site production, standardisation, and reliance on locally sourced materials to mitigate future risks.
