Dubai Property Market Sees New Phase of Consolidation and Growth

Dubai’s property market is consolidating with financially strong developers like Samana expanding projects while adapting to changing buyer needs and cost pressures.

Dubai’s Property Market Enters Consolidation Phase

Dubai's real estate sector is undergoing a significant shift towards consolidation, as financial discipline, construction capacity, and adaptability to changing buyer behaviours become critical success factors. This transformation is characterized by a concentration of activity among well-capitalized developers who can manage construction and supply chains effectively, despite regional challenges increasing material and logistics costs.

Samana Developers Leading Expansion Amid Challenges

Samana Developers exemplifies this shift, having added seven new projects since the regional conflict began, bringing its total active pipeline to 54 projects. The company has also achieved Dh2.2 billion in sales from March onward. According to CEO Imran Farooq, these strong results reflect a structural market change rather than just a short-term reaction to regional events.

Farooq emphasizes that while Dubai's development market has expanded rapidly in recent years, the current environment demands a focus on consistent financing, project delivery, and construction capabilities. He describes the market’s consolidation as healthy, with a smaller group of active developers launching projects and recording robust sales.

"Consolidation is healthy," Farooq said, noting that Samana aims to strengthen its existing residential portfolio while selectively expanding into premium properties and master communities, rather than pursuing unchecked growth.

Flexible Payment Plans Attract New Buyers

Buyers are also benefiting from this evolving market, with developers offering more flexible payment terms. Farooq highlights how softer down payments and innovative financing options—where buyers pay a smaller initial amount and leverage bank financing for the remainder—are making property ownership more accessible to a broader audience.

New Projects Demonstrate Market Resilience

Since March, Samana has launched several projects including Samana Greenfield, Samana Business Hub, Samana South Heaven, among others. Typically, projects on the market around 60 days reach a high sales ratio, exemplified by Samana’s 82 percent recovery rate in August, with targets set between 88 to 95 percent for September.

Farooq views the current market environment as an opportunity to increase market share proactively, stating, "We plan for crisis before the crisis."

Absorbing Cost Pressures Without Passing Them to Buyers

Regional disruptions have pushed up construction costs, but Samana commits not to pass these increases to buyers with signed contracts. Instead, the firm will absorb the costs through reduced margins while anticipating some costs may stabilize over time.

“Our profits are going to shrink. It’s still a very viable business, and it’s a market situation today,” Farooq explained.

Vertical Integration Provides Strategic Advantage

Samana’s vertically integrated model, which includes in-house design and contracting, grants it greater control over procurement and construction processes. This approach allows the company to mitigate risks tied to price fluctuations and delays that developers often face.

Robust Construction Activity Continues

Since March, Samana has deployed around 160,000 cubic metres of concrete and 56,000 tonnes of steel, supported by a workforce of approximately 700 technical staff. The company plans to deliver 20 new projects by December 2027, with four scheduled for release later this year. Its future sales pipeline holds a gross development value of Dh15 billion.

Solid Financial Backing Supports Growth

Financially, Samana maintains a strong position with Dh2.48 billion held in escrow and Dh6.7 billion secured in anticipated receivables, ensuring ongoing construction programmes remain funded despite external pressures.

Expanding Into Premium Properties and New Markets

The evolving market landscape is pushing developers beyond conventional residential offerings. Samana aims to establish a premium-property division with plans for branded residences developed alongside major brands. The developer is also exploring master-community projects and geographic diversification into Abu Dhabi, Ajman, and the Maldives.

Strategic Outlook for Developers

Farooq concludes that Dubai’s property market is experiencing structural changes with increased emphasis on financial resilience, flexible payment schemes, efficient construction, and the ability to withstand short-term disruptions.

“For developers able to maintain that discipline, the current consolidation is creating room to expand while the market adjusts to a new operating environment,” he said.

Implications for Real Estate Agents

As Dubai’s property market consolidates, agents should focus on aligning with financially stable developers offering flexible payment plans and quality delivery timelines. Understanding the nuances of premium and master community developments will also position agents to capitalize on emerging opportunities in this evolving market.
