Dubai Property Market Offers Strong Value Amid Bubble Risks, Says UBS

UBS report highlights Dubai as an affordable homebuying market despite elevated bubble risks and high rents favoring ownership over renting.

Dubai's Property Market: Attractive for Buyers Despite Bubble Concerns

Dubai remains one of the world's few major housing markets where purchasing a home is more appealing than renting, even with growing concerns about a property bubble, according to UBS's latest Global Real Estate Bubble Index.

The emirate’s housing bubble risk score increased from 1.09 last year to 1.16, placing Dubai fourth out of 23 international cities surveyed, alongside Miami, Seoul, Geneva, and Lisbon. These cities fall within the "elevated risk" category, though only Zurich and Tokyo were scored as "high risk."

UBS's report indicates that while risks are elevated, they have softened since the Iran conflict began, noting slowing momentum in Dubai’s property boom. Inflation-adjusted home prices grew by a mere 0.4% annually in Q2, and real rents actually declined by 4%.

Understanding the Bubble Index and Market Dynamics

The UBS Global Real Estate Bubble Index assesses bubble risk through factors such as price decoupling from incomes and rents, excessive lending, and oversupply in construction. However, it does not predict if or when a market correction will happen. Variables like changing investor sentiment, macroeconomic shifts, or increased housing supply could trigger price declines.

UBS pointed out that pause in price growth may benefit existing tenants who can leverage potential price concessions when buying homes. Even with mortgage rates remaining high, owning property in Dubai is still comparatively advantageous because rental costs continue to be steep.

Dubai Stands Out for Housing Affordability

Among the 23 cities analyzed, Dubai ranks as one of the most affordable housing markets. For example, a skilled service worker would need only five years of income to buy a 60-square-metre apartment near downtown Dubai. This compares favorably against 11 years in London and 15 years in Hong Kong.

Cities like Toronto and Miami rank just below Dubai in terms of affordability. Conversely, Tokyo, Paris, Seoul, Singapore, Zurich, Geneva, and New York are among the least affordable, with wages insufficient to support homeownership within a reasonable timeframe.

Market Outlook and Geopolitical Impact

UBS noted uncertainty about Dubai’s luxury property segment recovering swiftly, due largely to the ongoing Iran war and its effect on high-income expatriate inflows. Nevertheless, Dubai’s strategic advantages as an international business hub and its prime location remain strong fundamentals.

"An improvement in the geopolitical environment is likely to support a rapid recovery in market sentiment and price expectations," UBS stated.

Recent data from CBRE shows Dubai residential prices grew by about 1.9% year-on-year in the second quarter. Apartment prices increased 1.3%, while villas saw a stronger 5.7% rise.

Emaar Properties founder Mohamed Alabbar expects the Dubai real estate market to find a "nice balance" in 2027. Speaking at the AIM Congress, he noted the influx of supply and commented on potential market adjustments resulting from regional tensions: "An adjustment of 5 per cent to 10 per cent because it's an extraordinary situation. But then again, if the situation settles, God knows what could happen in this market. It could become pretty fast [paced]."

Implications for Real Estate Agents

For Dubai property agents, staying informed about the interplay between rising bubble risk signals and strong rental markets is critical. Buyers remain motivated by relatively affordable homeownership and high rents making ownership attractive. Agents should emphasize Dubai’s unique affordability compared to other global cities, while remaining mindful of possible price adjustments linked to geopolitical tensions. Maintaining a flexible strategy geared toward market shifts will be key for navigating the market through 2026 and beyond.
