Abu Dhabi has introduced a surprise rent freeze with strict vacancy protections, blocking all tenancy renewal increases via the Tawtheeq system. Here is what agents need to know.
Abu Dhabi has implemented a temporary freeze on property rents, a move that real estate experts are calling "extremely rare" on a global scale. Taking effect immediately, this new directive completely suspends the previous regulations, which allowed landlords to raise rents by up to 5% annually after giving a two-month notice. Under the new rules, all tenancy contract renewals must be processed with zero increase until further notice.
While the rent freeze offers immediate relief to tenants, industry insiders point out that the most revolutionary aspect of this announcement is the "vacancy protection" clause.
Ben Crompton, Managing Partner at Crompton Partners, explained that this rule prevents landlords from bypassing the freeze by simply changing tenants. "If a landlord kicks out a tenant, he can only rent the property at the same rent," Crompton noted. Previously, landlords could reset the price to whatever market rate they wanted for a new lease. "But now it’s been locked," he added, noting that this level of tenant protection is exceptionally rare worldwide.
Landlords will find no loopholes in the new system. Abu Dhabi’s mandatory tenancy registration portal, Tawtheeq, will automatically enforce the freeze. According to Crompton, even if a tenant had previously agreed to a 5% hike before the law was passed, the system will reject the contract if the rent is higher than the previous year.
Farooq Syed, CEO of Springfield Properties, added that this measure brings vital predictability for residents and businesses alike, easing financial pressures and fostering long-term planning. "Measures that support affordability and certainty play an important role in strengthening confidence across the market," Syed stated.
Currently, there is no indication of retrospective rebates or adjustments for contracts renewed before the announcement. The rules appear to apply strictly to renewals processed under the new framework. It also remains unclear how long this rent freeze will remain in place, though historical precedents—like the 5% rent cap most recently used in 2018—have successfully stabilized the market during uncertain economic times.
For property agents in Abu Dhabi, this is a crucial moment to guide clients through sudden regulatory shifts. Landlords will need counsel on managing yield expectations and understanding that tenant turnover will not yield higher rents during this period. Conversely, agents can use this stability to assure prospective tenants of predictable living costs, bolstering tenant retention and long-term market confidence.
